Because the summing amp of the master bus on any mixer, where almost every signal in every channel meet, is located BEFORE the master fader. We can compare its purpose to that of a funnel. If there's too much water pressure on top, it will overflow, even if you fiddle with a faucet located below it, it won't solve the problem. If the master signal is overloading, lowering the master fader will only produce... an overloaded signal, at a lower level. Way to go !
